John Black has twenty-five years in organic and inorganic chemical manufacturing and environmental consulting. His skills and talents include process engineering, waste water treatment, solid/hazardous waste disposal, air permits, air toxic and criteria pollutants modeling, PSD studies, BACT and MACT determinations, RCRA permitting, and air toxic compliance plans. Mr. Black has extensive experience in PSD and Title V permitting including emission inventory development, emission calculation, air dispersion modeling impact analysis, regulatory compliance review, agency negotiations, emission controls, BACT/MACT determinations.

    Among many of Mr. Black's talents, he can include the development of Good Engineering Practice (GEP) used in screening NAAQS and increment consumption dispersion models. He also has extensive hazardous air pollutant (HAP) modeling experience. Mr. Black has successfully developed and submitted numerous Title V operating permit applications that have been approved and the Title V permit issued. His extensive air permitting experience in a wide range of industries including refineries, specialty chemicals, pulp and paper mills, wood products, chlorinated organic chemicals, co-generation facilities, oil and gas plants, dock facilities, shipyards, and military arsenals.

    Mr. Black graduated in 1976 from Louisiana State University with a B.S. degree in Chemical Engineering. In 1991, Mr. Black received his Masters degree in Environmental Science from Louisiana State University. He continued to advance his skills and training by attending the LSU Hazardous Materials Training Course for First Responders 29 CFR 1910.120. Mr. Black holds a Professional Engineer registration in Louisiana and Texas.

    Mr. Black holds membership in the American Institute of Chemical Engineers, the Air and Waste Management Association, the Water Environmental Federation, and the Louisiana Water Environmental Association.
